Superannuation is a savings and contribution system rather than a Centrelink welfare payment. For temporary overseas work, bilateral social-security agreements can also coordinate compulsory contribution coverage. The ATO's certificate-of-coverage process is evidence that an employee remains covered by Australia's compulsory superannuation system where the relevant agreement permits this, helping avoid duplicate compulsory contributions in both countries.
